Greetings From our Editor

I'm Katie Gilbert, and for the first time this month, I have the privilege of welcoming you to Capital for Climate’s NbS Investment Newsletter. For much of the past two decades, I’ve written about trends in environmental finance and climate tech (for Institutional Investor magazine, Columbia Business School’s Climate Knowledge Initiative, as well as for the Capital for Climate NbS Investment Platform). Over that time, I’ve watched the Nature-based Solutions market transform: What was once a case investors approached with skepticism is gradually maturing into an increasingly structured space.

That shift is on full display in this month’s newsletter, on two fronts.

What We're Watching

First, we’re seeing it in more catalytic capital from major institutions: Luciana Costa, Director of Infrastructure, Energy Transition, and Climate Change at the Brazilian Bank for Economic and Social Development (BNDES), describes in this month’s Leader Interview how BNDES anchors 20% to 25% of a fund and requires managers to raise the rest (roughly $3 for every $1 the bank puts in). The Development Bank of Latin America and the Caribbean (CAF) has adopted a similar approach with its new VELA Fund, and Outrigger Impact's blended-finance vehicle follows the same strategy with a small junior tranche engineered specifically to pull in private capital. This isn’t a new tool, but it’s finally being deployed at scale to attract new private investment into NbS.

Second, we’re seeing progress toward firmer market rules: Canada just launched a task force to formalize how natural capital gets counted and valued. The Coalition to Grow Carbon Markets is developing a policy playbook for COP31. These are important steps, but admittedly early ones in the larger trajectory toward market rule-making. BNDES’ Costa is candid that the biggest obstacle to scaling right now isn't actually investor appetite, it's that while the “carbon market has its foundations … its final regulation is still under construction." She likened our current moment to renewable energy's early years: expensive and uncertain, until the technology and the rules caught up with one another.

Read on for glimpses of where that’s starting to happen.

NbS Leader Interview

In the spotlight for this month's issue, we interview Luciana Costa, Director of Infrastructure, Energy Transition, and Climate at the Brazilian Bank for Economic and Social Development (BNDES). As Brazil solidifies its position as the epicenter of global climate finance, BNDES is playing an unprecedented role in structuring the market and de-risking Nature-based Solutions (NbS) in order to foster additional private sector participation.

Under her leadership, the Bank is engineering catalytic financial tools, such as the Fundo Clima (Climate Fund) and the new Brazil Climate and Ecological Transformation Investment Platform (BIP), to bridge the gap between sovereign climate commitments and large-scale private capital deployment.

Luciana brings a sophisticated, private-market perspective to the public sector, backed by over 23 years of global investment banking experience and an academic foundation from Unicamp, FGV, and the University of Chicago. In the interview below, she describes how BNDES is actively structuring new instruments to scale climate and NbS investments in Brazil.

Interview by Marina Mori, Journalist & Communications Lead at Capital for Climate.

Q: Luciana, considering that our readership includes many international players interested in the NbS market who want to understand the role of major institutions in Brazil, how would you explain the various roles BNDES can play in accelerating investments in Nature-based Solutions?

A: BNDES takes a holistic approach to mobilizing public and private capital for Nature-based Solutions (NbS). Among our various instruments, I must highlight the Fundo Clima (Climate Fund), which is an incredibly powerful tool for financing restoration projects. It offers a highly attractive funding cost, historically around 1% per year, plus the Bank's spreads.

Another fundamental mechanism is BIP (Brazil Climate and Ecological Transformation Investment Platform). One of BIP’s priority verticals is precisely Nature-based Solutions. We know that financing this sector presents challenges in both debt structuring and equity allocation. That is why we launched the Fundo Clima’s Public Call, which aims to inject billions of reais into investment funds focused on the green economy, climate mitigation, and ecological transformation.

Through this call, we selected heavyweight projects and asset managers, like Mombak and Pátria Investments. Each of these funds will receive approximately R$500 million from BNDES to invest in forestry and bioeconomy. BNDES acts as an anchor, participating with 20% to 25% of the capital in these funds. The leverage logic is clear: for every R$1 the Bank allocates, managers need to raise another R$3 in the market. In practical terms, these are powerful instruments we have structured to unlock and attract private capital to nature, in line with BNDES' mission to remove barriers so the private sector can meet the demand.

Reporter's Note: The Public Call for the Fundo Clima, managed by BNDES, allocated resources for Private Equity (PE) and Venture Capital (VC) fund proposals aimed at scaling environmental assets. The expectation is that the Bank's initial capital will act as a catalyst, helping the selected managers reach their target sizes, thereby mobilizing massive private capital for the Brazilian bioeconomy.

Q: Can we say that bringing guarantee instruments under the BIP umbrella and receiving resources from Fundo Clima is a strategy to achieve greater distribution, allowing them to reach smaller projects? Was this part of BIP's original design?

A: Yes, absolutely. If we were to onboard Nature-based Solutions on a project-by-project basis, the process would be much more complex and time-consuming. Therefore, when we invest in a fund, which by nature will invest in a diversified portfolio, we ensure not only scale for the capital but also the capillarity to reach projects of different sizes.

Initially, BIP operated with a scope focused primarily on the energy transition, specifically renewable energy (solar and wind). The model has evolved, and today it features several verticals ready to direct tens of billions of reais toward urban mobility, sustainable infrastructure, biofuels, and, of course, Nature-based Solutions, which have taken a leading role in this second generation of investment platforms in the country.

Reporter's Note: Officially launched in 2024, the Brazil Climate and Ecological Transformation Investment Platform (BIP) is a Federal Government hub designed to connect Brazilian climate projects with global investors. The platform focuses on scaling blended finance operations across three verticals: Nature and Bioeconomy; Industry and Mobility; and Energy.

Q: C4C’s mission is to accelerate investments in NbS and organize the pipeline for this ecosystem, connecting different market players to leverage the sector. With your background in investment banking, how do you see the synergy between accelerators focused on this sector and the new de-risking instruments designed to attract institutional investors with different mandates, such as the Fundo Clima and Eco Invest?

A: Investing in nature and investing in infrastructure follow very similar logics. Of course, the traditional infrastructure and energy markets are much more mature today, but if we look at wind and solar energy 20 or 25 years ago, we see they faced the exact same challenges that the forest restoration market faces today.

To unlock the execution of these restoration projects, we will need long-term off-takers. In this sense, accelerators and structuring platforms are fundamental, because we are talking about creating an entirely new market. What BNDES has been doing by supporting forestry initiatives is precisely helping to unlock investments by identifying this off-take.

The dynamic of carbon credits today is very similar to that of renewable energy in the past: initially, because it was an incipient technology, the cost of the energy generated was high. Not anymore, because the technology has scaled. In the case of nature, we face the additional challenge of consolidating the regulated global carbon market, which is still being structured. It is a market that has suffered some setbacks in the recent geopolitical scenario, but its consolidation is inevitable. Making the climate transition is an irreversible process, purely and simply because it is the cheapest economic alternative in the long run.

Q: Under your management, Fundo Clima increased its allocation from R$2 billion to R$20 billion for climate and nature projects in Brazil. Between 2023 and 2026, over R$1,1 trillion will be invested in infrastructure, and BNDES is expected to approve R$300 billion.

As an example, BNDES recently approved a R$116 million facility for Courageous Land, a reforestation and agroforestry project that is part of C4C’s NbS Investment Platform. What are the real, concrete challenges to increasing and accelerating disbursements so that more companies like Courageous Land emerge in the market?

A: The first major challenge is the regulatory framework. The carbon market has its foundations, but its final regulation is still under construction.

The second critical point is guarantee instruments. Forest restoration projects take time to generate initial cash flow. The risk associated with the period from the start of planting until the forest matures is high, creating the so-called "valley of death" for the business. It is essential to have guarantees that support developers until their operations gain commercial traction.

This brings us to the challenge of the cost of capital, which for these projects must be much lower and long-term, which is why we are taking decisive actions with incentives via Fundo Clima. I would say the concrete challenges to multiplying these operations in the market involve simultaneously: reducing the cost of capital, expanding de-risking instruments, and solidly structuring future purchase contracts (off-take agreements).

Q: When co-investing or entering projects financed and structured by BNDES in the nature ecosystem, what level of regulatory security, governance, and MRV (Monitoring, Reporting, and Verification) systems can international investors expect to find?

A: BNDES is one of the largest and most respected project structurers in Brazil and abroad. If we consider our entire pipeline, we are talking about an infrastructure portfolio of around R$400 billion.

Although forestry projects still represent a fraction of this macro portfolio, BNDES is a State institution, and our leadership in structuring these fronts serves as a massive institutional seal of quality. When an international investor enters a project structured and endorsed by the Bank, they are anchored by our tremendous track record and the technical know-how we possess to model complex businesses in Brazil.

IMF working paper introduces Generalized Jevons Paradox to challenge standard energy transition assumptions [imf]

An IMF working paper introduces the "Generalized Jevons Paradox" (GJP), documenting that global energy and material efficiency gains historically result in additive resource consumption and rising total emissions rather than fossil fuel substitution. The authors argue that deep interdependencies between low-carbon technologies and hard-to-abate sectors—such as steel, cement, plastics, and agriculture—create systemic rebound effects that entrench fossil fuel reliance despite declining carbon intensity. The paper calls for caution when projecting transition scenarios reliant on technology-centered substitution alone, emphasizing the need for demand-side policies and institutional reforms to manage global energy and material flows.

World Weather Attribution finds climate change made Europe's 2026 drought conditions up to 80 times more likely [the guardian]

A study from World Weather Attribution concludes that record heat, rather than rainfall deficits alone, drove this summer's European drought by raising atmospheric demand for moisture and accelerating evaporation from rivers, lakes, soils and vegetation. The evaporative conditions were made roughly 80 times more likely by climate change in western Europe and 40 times more likely in eastern Europe, with spring soil-moisture deficits five times more likely in the west and 11 times in the east. The findings bear directly on water supply, agricultural output and hydropower generation.
